A block grant is a large sum of money granted by the Federal government to a state government, with guidance and provisions as to the way the money is used. In Pennsylvania, this grant, combined with proceeds from the Pennsylvania state lottery, may be used to fund home and community habilitation services to individuals who don’t qualify for Aging Waiver services.

Eligibility for Block/Options Funding is determined by the local Area Agency on Aging in the county where the individual resides.
